this is a game of management. That being said ... you need to decide your priorities for the era from the start, also with 1200 followers being your max ... you will only be able to get to 5 or 6 buildings to max or near max at one time.
If the bonus is based on pvp lvls ... that would mean pvp lvls themselves would need to be fixed. Right now you can have a spread of 10-20 lvls based on followers alone. If someone know's he is going to have a good chance at getting someone in the DG that is a lvl 50 ... he/she can easily drop lvls to maximize the bonus they would get. With the ELO system ... it still doesn't work properly due to the fact that there are a bunch of casual pvpers, and only a few dedicated pvpers. It would be much easier to fix pvp levels based on pvp traits and research almost exclusively and then apply the bonus to pvp lvls.
I don't support this idea at all. The reason EXP size is based on followers is to prevent research abuse. If you finished all the research and decide to fire everyone to put in another building ... you should be able to effectively manage "in two hours i want to do some pve ... time to fire and let them get un-depressed"
The whole reason why Nightmare Manuver levels exists is because people could walk through the lvl 50 maps at lvl 30 ... if the exp size was truly accurate ... you would need to actually be doing that last building upgrade for the intended use of getting enough exp size to actually bring enough squads to high lvl pve areas.
umm ... i only use half my E.S. I have at this exact moment 994 E.S. Even with all t3 elites i can only use 840 E.S. ... EVER. As it is i use 572 consistantly (3 t3 LB's, 3 t3 knights, and a t3 preacher) so i'm effectivly wasting half my potential E.S. on nothing other than removing NM lvl's from high up creatures. Effectively nothing changes after i hit t3 LB's at lvl 35. So from lvl 35 + i only have people in my Training ground to do higher level maps and to do higher lvl research. I don't think it's too much to ask to either have EXP sizes changed, more units allowed than 7 or to have more unit upgrades to actually fill up EXP sizes. I can only imagine when i have reclaimer (paragon) and my exp size is never used.
My formation for pve is;

1 preacher with revive
3 knights w/ charge, heroic ambush & thundering hooves
3 longbowmen

I can tell you right now that since i'm not tanking in the least that the armor changes were nil for usability this era. Sadly with an elite ranged unit that has a useless t3 skill on melee except to slow down (and is the equivilent of a t1 basic knight skill) i replace it with focused weaponry. so even when i hit t3 the skill goes to waste since there is no real skills that a Cat will need that with. Let alone Cat's seem to be pvp based as well as paladins ... since their powers are all to be a mass effect for multi enemy battles.

The real shame is ... i have not changed my squads since lvl 33 when i hit t2 LB's and now that i'm lvl 50 i'm still only using 488 EXP out of my 997 possible exp size and adding lvls is less about improvement as much as i just need to remove NM lvls. Seriously, it's aggrivating using only half my potential to do things because only one elite unit is actually a significant benefit in pve.

Mind you, my aggrivation is from 5 ERA'S of being cov and have tried everything from all melee (2 custodes, 3 pallies and 2 preachers) and having 5-8 minute battles (which while fun ... was just WAY too long), to trying to use paladins effectively (still requires atleast 3 in pve to be effective enough), and using cat's in a way to make them effective for single enemy battles (basically taking the first 2 skills and replacing them with trait skills ... but even that isn't enough to help them significantly) ... so in the end you're stuck with either 5 LB's and 2 preachers (and do alot of healing, kiting and reviving) or you use my setup just to run with your DL alot.

Point is ... for PVE they are great early on ... but are severly the red headed step child of the races when it comes to pve in the lvl's 30-55.
Alright, now from a pve'ers point of view ... i was hoping to have a useful elite melee unit ... but instead i don't. Been playing cov for 5 eras cause i like them the best ... but later on all i use are LB's, knights and preachers because there is no real healing, speed reduction or useful skills to kill 40k+ hp mobs faster than 2 minutes.

But i'm still waiting for anything usable in pve for cataphracts. I don't know about anyone else, but i don't need aura effects that don't reduce speed on single mobs, nor do i need morale auras for single mobs. It would be nice to have an elite assault that does more than just give me less dps and weaker skills that do nothing to hinder the enemy from wiping my DL out. I really do see them as a good pvp race ... but for pve ... they suck so much later on. It's a shame too since i won't play them anymore until their assaults and support are actually usable in pve.
Tabs would be best.
I'm tweaking this idea ... since without the benefit of repair most people would only buy the armor once and that's it.

What if instead special gear is occasionally offered with like 6 month lifespans that provide no bonus to stats? still purchasable from the altar with tribute ... uncharmable, unrenewable, but gives you a way to customize your DL ... and i say 6 months because a premium member would probably want to look different for 6 months at a time at most.
expansions are great ... but only if the original is not being actively developed and expanded upon. Personally I would like to see the minor bugs and imperfections in this game disappear before an expansion is even considered.

Besides ... expansions are for games that have software that is distributed through retail. Since this game doesn't follow along that idea ... it is open for expansion and development without it being an "expansion"

That being aside ... races!

I could easily see an undead race. Vampires, liches, ghouls, etc. Probably lots of life stealing and direct damage powers.

Also if there were a race that had more than 2 ranged units .. that would be neat as well. a ranged support unit would probably make more sense than it as a melee unit ... and i could easily see that race being some sort of reptilian demon type of race.

More maps ... or should i say ... more complex and random maps would be nice. probably like a random event generator that can put any combo of 2 or 3 types of objectives onto a map randomly so you could have a greater variation of maps other than the same 3 types per land set with only variations on placement of mobs. Also a greater variety of objectives would be neat ... i could easily see a map where you had to capture a location like in PVP and defend it. I can also see a map type where you have rescue/betrayal sort of objectives (where you either have to rescue and escrort away or rescue and it is a trap for your squads)

and hmm ... i would love to see more events based in your town on your patria (maybe for special events) ... i could easily see an event where you have to defend your town against mobs. And also i know there was atleast development of a quest tab next to the dreamlord and convergence tabs on the left of the client ... probably having a special quest every once in a while that requires the gathering of some in game item to spend on attempting it would be kind of interesting (and win or lose those items are expended making it something they can't attempt over and over again for free). And if it were a useless item it would be kind of interesting to see people scramble to collect and gather items that don't tell you where they spawn (or have any defined in game use or value) so it's not something people will collect ... or turning skyfall into an event that will require you to battle an uber boss for gear but requires the expenditure of special items from the event (which really doesn't make sense anymore since you can get +3 charms for free if you beat the pvp bosses or have some shards)
